Abstract

Countries in the Western Balkans subregions have been in transition for more than two decades, with the implementation of the EU accession project being their top priority. The concept of European integration implies a radical transformation in all spheres of society, where highly qualified human resources are the basic driving force behind all positive changes. Human capital and knowledge have made a decisive contribution to revolutionary innovation. Higher education aligned with postmodern tendencies is an essential foundation of development with relevant implications for the future of each creation. Transport and the environment designate areas with drastically disrupted parameters in all competent dimensions of sustainable development. Higher education reform must, among other things, be in the function of improving transport, the environment and implementing a sustainable development strategy.
